Breakthrough funding for voice-controlled reporting: what to arrange before December 1

On December 1, 2026, the application period opens for the breakthrough funding from the AZWA. Submissions are possible until January 15, 2027. Voice-controlled reporting is one of the established model plans. This application area also applies to mental healthcare (GGZ), home care, and GP care.

What exactly is opening up

The IZA-AZWA Administrative Consultation has established five model plans for proven, labor-saving applications that are being scaled up nationally. You no longer have to write a plan yourself. An application can only be submitted based on an established model plan. Payment is processed via a limited number of KPIs that have already been standardized in the model plan. The market-leading health insurers assess the applications. The funds will be deployed in the 2027–2029 period and are intended only for services and products covered by the Healthcare Insurance Act (Zvw).

Please note the version you are reading. In September 2026, the model plan ‘AI-driven decision and process support’ was added, and other model plans were adjusted in several areas. The latest versions and the eleven rules can be found on the breakthrough funding page.

There is a single joint submission window. Applications are therefore not processed on a first-come, first-served basis. You don't have to be the first to click, but your application must be correct.

What the application requires of you

Review the voice-controlled reporting model plan with your team. Pay attention to three things.

  1. The conditions per type of care. Not every model plan is open to every type of care. Check this first before investing hours into an application.
  2. The KPIs. You will need to demonstrate the results of the implementation. This is only possible with a baseline measurement. Do you currently know how much time your practitioners spend on reporting? If not, start there.
  3. The costs. List which activities you want to finance and what funding is already in place.

Who you need internally

The application is not the work of a single innovation manager. You will need at least:

  • The board: for the decision and coverage after 2029.
  • EHR management: for the integration and the scheduling of a release.
  • Privacy officer: for the DPIA and the processor agreement.
  • Practitioners: without daily use, there is no time savings, and therefore no KPI.
  • Finance: for the budget and the registration of KPIs.
Every step is taken in a meeting that takes place on average once a week or every two weeks. Count back from December 1. If you start now, you will still make those meetings.

Questions to ask a supplier now

  • Are you certified for NEN 7510 and ISO 27001? Which version and which year?
  • Where is the data stored, and does it remain within the EU?
  • Is audio stored? If not, what is kept?
  • Do we determine the retention period ourselves?
  • How deep is the integration with our EHR, and what does it require from our management?
  • How many healthcare professionals are already using this in practice today?

Medendo is certified for NEN 7510:2017 and ISO 27001:2022, is GDPR-compliant, and hosts within the EU. Audio is not stored, and as an institution, you set the retention period yourself. There are direct integrations with Medicore, SDB, and Nedap Ons®. Currently, over 7,500 healthcare professionals at more than 150 organizations work with the digital assistant. After the conversation, your report is ready within 20 seconds.

Testing is possible now, without obligations

You can try Medendo for 14 days for free, without obligations. Use those hours immediately for your application. Have one team participate. Measure how much time reporting takes beforehand and measure it again afterward. In December, you can then support your application with your own figures.

What to arrange this week

Put the model plan on the agenda of the next management meeting and appoint one lead. Then ask EHR management and your privacy officer to reserve an hour in October. Would you like more context? A webinar on breakthrough funding is scheduled for September 30 at 1:00 PM; you can register directly via the breakthrough funding page. A podcast will also be released as part of the healthcare agreements.
